Beauty within poverty

We need to focus world-wide attention on the plight of the Indians who
live in poverty. Every day they sift through garbage in order to find
scraps worth selling. So we will offer the Indians a prize, of at
least ten thousand dollars or more, for the most beautiful work of art
created out of garbage. In order to do this we will need to:-

Interest a large magazine, such as Time, to photograph the attempts of
artwork,
Find someone willing to fund the prize, in exchange for the publicity,
and decide the winner.
Monitor the disease, germs and viruses in the garbage used to create
the artworks,
Provide food and shelter for the artists who don't have any,
Hopefully, we will also be able to award a thousand dollars each for
the artists who participate.

The prize money should be paid direct from the benefactors to the
artists, without having to pass through anyone else's hands, and
should not be reduced by anyone's expenses.
